You do not need to go thru NYC. Cross at the Tappan Zee or further North (I84, etc) depending on where you are coming from. If you are on 95 in Westchester, switch over to 287 and the Tappan Zee. You miss the Washington traffic anyway because it is way North of DC and if you plan it right, you miss Philadelphia as well.
