Well Carol, I may well be wrong, but it sounds to me that we have a litle boy here who likes to drop his trousers and kick sand at anybody he takes a dislike to, but if anybody kicks sand at him, he wants the owners of the sandbox to do something about it. It may well be an imperfect metaphor, but it'll have to do until a better one comes along.

I suspect the owners of the sandbox know what to do.
