A quick after thought about nomadic people and mess. Time and again I have seen that once a small degree of autonomy Traveller halting sites are clean and well kept. In Ireland, I have seen that given a degree of ownership, (and bins which are picked up, rather than left...) those halting sites are pristeen. On the other hand, halting sites with no personal space, and no collection of trash bins, become disorderly. I have seen the same occurance in American origional nation's land, whereas I have never seen a poorly kept American Irish Traveller site, and I have been to many many such sites, as the relationship between the Travellers and communities where their base camps (rather than halting sites) are different than they are in the UK and Ireland. However, this is not to say there are not problems for the American Irish Travellers in the US. As with the condition of Romanichals, and Romany people in general, they are racialized by the police as permanent suspects, in spite of the low crime rate (looking at statistics based on community size of one to two million Romany people in the USA) as opposed to the anecdotal evidence used against them.
Trust takes time. My advise is to put a committee together in your neighborhood to address inter community relations with Travellers, then approach the Irish Traveller Movement. I am not sure of the English address, but they are located in Dublin on Ustace St. Ask how you can accomodate Travellers, how you can partner to provide services and I expect that the relationship between your two communities will change radically over time. Remember, you have a lot of history to overcome.
