It's more that a law change - to get Arnold eligible would require a constitutional amendment. Can't see that happening in less than 4 years.

Although - with the repubs in control of both house and senate, they could pass the enabling legislation to send an amendment proposal to the states. And with all those red states, local sentiment may treat it favorably.

Who knows = we won't just defeat our enemies, we'll terminate them!
