A pen knife, of course, was (is) a small, sharp knife used for cutting quills (pens). Almost every literate person had one. Unless one slashed a wrist or something like that, actually killing someone with a pen knife is pretty unlikely.

The "wee pen knife" is probably a corruption of "weapon knife."
