They should just give them to the terrerists, not everybody.

ie send them and say=
"dear Mr Terrerist, here is your   ID Card, please carry it with you at all times, or you could get a big fine    [£100    or something]."

I put Mr Terrorist as I reckon wimmin are too busy shopping and watching eastenders etc to get involved in terrerism.
