"Critics said it appeared the move appeared to be little more than cosmetic.
'It tells me that they are not correcting the structural problem with the agency,' said Jane Bullock, a 22-year FEMA veteran who rose to chief of staff in the Clinton Administration. 'That's not going to correct the fundamental problem the agency has with the leadership not understanding how to operate in a disaster.'"
