Bruce, the tactics I refer to, involve the prolonged discussion of unresolvable points like whether Saddam was actually complying; were the resolutions meaningless because the decision for war had already been taken; and the age old question, what came first the insurgents or the invasion.

These points are as you know unresolvable, and tend to obscure my point about government and war- making by deception.
