OK, now I understand. My ISP does the same, very irritating. The only other thing I can think of (and in your case this is probably not the problem) is to check the HOSTS file to see that it doesn't contain anything inappropriate. The HOSTS file can be used to block or redirect IP addresses, and sometimes malware will make changes to it.
