It was way back in the 70's when I worked in a small Govt agency of a scientific bent & heard some really great stuff. Our Director who was Oz's rep on a UN agency once created a fake paper for a meeting as the rest of the panel were rabbiting on so much about stuff they didn't understand, & they accepted it!!
