I certainly feel there is a vast difference between people feeling qualified to apply a set of rules they have been given to circumstances occuring; to that which you imply with the phrase.

Possibly so but would you take a job you did not feel qualified to do?

If folk are now in roles on our forum that they do not feel themselves qualified to do - and are doing it just because it may have been offered to them - that may explain a few things.
