Visually-impaired is more accurate--most "blind" people can make some visual distinctions, and a considerable number of them can actually be taught techniques for interpretting what they see that can significantly extend their mobility and independence--Impairments can be compensated for creatively--if people are willing to look at them as barriers that can be negotiated, rather than than as life sentences--Blind is blind, but an impairment is something you can work on--
