It'd an odd amendment really - aside from the fact that the first part is, to say the least, very much open to question, there's no explicit link between it and the end part.

Logically it could just as easily have read: A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall be regulated as appropriate in order to achieve this end.
