There is a reason scientists use standard form. 'It should cost roughly 10^9 pounds sterling' has the same meaning the world over.

It does have the slight problem that most members of the public are either to poorly educated, stupid, or willfully ignorant (It's science, I don't do science) to understand it, but I'm sure politicians could find a good use for this....
