I can give another clue about what Charmion said about UFOs and the Canadian Forces. Every base or installation had (probably still has) a Duty Officer with instructions on the reporting of UFOs. These were duly passed up the chain of command to NDHQ with copies to Air Command HQ. The reports were a PITA, but properly filled out in the main. When the local artillery units went out to do co-ordinated illumination shoots we would sometimes get a spate of reports. One does not "gundeck" such reports, you never know whether or not it is a test.
