I recall that in the days of dial telephones there were periodically calls for the UK 999 emergency number to be changed because the dial took longer to return to rest from 9 than from lower numbers thus wasting vital seconds in a real emergency.
This, of course, isn't a consideration with push-buton phones.
I think we stuck with 999 because, somehow, it's more memorable.
