I just took a look at the Scottish sim thingy. Is it American?

I don't know the answer to that. Here's what the blog says about what they're doing...

The sims are being created with the hope of representing the country of Scotland in a postive way within Second Life with all the modern and historical time periods' activities and shops

I reckon you could ask someone while you're in there, or send one of the owners of the sim an IM.
