An average small disaster takes hours to get organized--say a tornado or small flood. Make it something big--bio/chemical attack, and essential emergency services would be overwhelmed in less than 12 hours. We'll do what we can, but I expect the losses will be very high in the 'civilian' population as well as the emergency services population.
