There's a much simpler remedy being piloted somewhere (I forget where) which is to add a short delay in message transfer time, which makes it impossible to send millions of emails with a single click that get delivered in mere minutes. Since only spammers depend on these astrononmical volumes to do their business it targets the intended population rather nicely, and only slows down real email by a few seconds or some such.
