While the expression has antecedents, of course, the fact is it was not in common parlance at all in modern US conversations until Mister Bush resuscitated it and tried to make a national policy out of it.

The fact that people have tried something before is NOT a rationalization for trying it again. The Crusades, the Inquisition, the Salem witch-hunts, and the effort to fly using muscle-powered wings are fine examples.
