As a child I joined a gang because the Eng;lish-speaking kids in my district who were out-numbered by the French-speaking kids need a method of protection that was not offered by the adults around us. I do not hate French people because of it. Was it hate crime? I suppose. Our response was hate, too. So what's new in fifty years?
