The Bluegrass Messengers mention that the song may have been suggested by Sumter during the siege, but although the lyrics refer to the Civil War, the particular lyrics sung by the New Christy Minstrels seem to be much later than the event.
Charlottetown is applied to the same song.

Where Scarlet Town came in, I don't know.
