The pdf appears to be one of those "new-fangled" special feature things that blocks copying portions of the text, but my retyping of the "footnote" is:

"1. If either party believes that it would be helpful to solicit clarification from the White House regarding the President's position on the proper interpretation of § 3683 in light of his Grant of Executive Clemency, they are encouraged to do so."

In other words, fat chance the &#@% knows what he did or what he intended to do?

I do not get the impression that the judge is pleased with this disposition, but I may be wrong of course. The entire constuction of the order seems ... "unctuously polite?"
