Ah; that's Urnaig a' Bhan-Thigreagh -"The Tigrean Woman's Prayer".  It is on Crosswinds; the notes read:

"A song written by Catriona Montgomery (with melody by Donald [Shaw]) for the 1985 Pan-Celtic festival in Killarney.  The song takes the form of a prayer and is written about the famine in Ethiopia.  It focusses on the plight of one woman who is finding difficulty in sustaining her belief when faced by the starvation, pain and death which surrounds her."

Lyrics are included in both Gaelic and English, and I will post these if you would like, though I can't really help with the melody.
