I use MP3 Gain when I'm uploading music to my station which I set to 87db. It's very easy to use but you need to rip your files to mp3, it won't work with wma.

It does not simply do peak amplitude normalization. Instead, it performs statistical analysis to determine how loud the file actually sounds to the human ear.

There is no loss to the file when you use it either as it just adds some lines of information to the tag to tell the a media player what volume to play it at.

It's simple to use and works best when you are bulk changing files.
