Absolutely as long as "unbroken traditions that go back centuries" is understood to be a euphamism. The issue is people - and it's not just folkies - freeloading on, let alone taking over, other people's culturally embedded customary traditions. The whole issue in Padstein is exacerbated by other socio-economic problems. Customs can become, and frequently are, expressions of cultural identity - I think I'll stop there!
