danensis: I am skeptical. Surely, by the time the stream had hit the rail, it would have broken up into drops & not formed a conductive path. Also, the passenger would have been poorly grounded.

Cf. the apocryphal story that Benjamin Franklin, who lived near a tavern, dissuaded drunks from relieving themselves against his wall by coating it with foil & connecting a charged Leyden jar between that & ground. Si non e vero, etc., but my mother, who was an expert on Franklin, told me it was not true.
