I would pass on using any commercial fertilizer--find an organic one if you're going to add to it, but the compost and soil amendments in the spring or if you do finally till it (lava sand, green sand, earthworm castings, those sorts of amendments) are great and don't upset the chemical balance of the soil.

Actually one of the best ones around is corn gluten meal, but I would wait until this holiday season (approximately) and distribute it on top. It is great for killing pre-emergent weeds that come up from seed first in the fall and overwinter to start with a big growth spurt in the spring. The corn gluten kills this stuff in the fall. If you wait until spring the same corn gluten meal acts like a powerful fertilizer. So right before the really cold temperatures set in, I might give your bed a shot (assuming this is the right timing for Colorado).

I wish I could say I've de-cluttered, but I haven't. I've been so swamped, and the dog business did not help.
