I took a short-sleeved blouse I haven't worn in ages and stitched it onto a wooden hangar at the neckline, then sewed the sleeves closed. I used fabric to line along the top closures, then filled it with crumpled newspaper and stitched the bottom closed. It looks very good, and I'll suspend, like I think you're saying, a skirt/pants hanger inside this so the pants hang below it. I really wanted to show the extremely fitted waist of this 1940s suit that my mother had tailor-made for her when she lived in Japan. I think she had it made on a trip to China (Hong Kong comes to mind). No one in our family can wear it, we're too tall and not that slim any more. It needs to go to someone who can use it before the wool deteriorates (it's in great shape now).
