The guy made a more-or-less conscious choice to get shitfaced knee-walking drunk and then to drive his car, so he deserves whatever punishment he gets for that offense.

On the other hand, the peeing part has to have been entirely involuntary. They should go easy on him for that. I'm sure that the cop's immediate reaction was pretty harsh, and no further discipline should be necessary on that count.
