If the guy had just accidentally pissed his pants I highly doubt there would have been any splash to hit the cop. Sounds to me like he whipped it out in the back seat and deliberately pissed in the cruiser, or was so blind-drunk he forgot where he was, whipped it out and pissed in the cruiser.
