I guess you could 'hear' it that way -- when the singer actually pronounces it that way. But the way the song was taught to me (the way I heard it originally) it sounded like "wooden shoe" or "wouldn't chew."   (Perhaps a ewe wouldn't chew her oats as well as a mare would?)
