Greenspan was one of the crooks who needed to be watched and wasn't. He left interest rates artificially low for a period of time that allowed him to step off the stage before the collapse. He should have tightened up, and knew it, but didn't because it would make him look bad personally. His concern for the country simply just wasn't there.
