The only way the Palestinians could make peace with the Israeli government would be for them to just lay down and die, or to vanish into thin air. As long as they remain where they are, regardless of what they do or don't do, they will be the target of Israeli aggression.

The majority of deaths and injuries to Palestinians by the IDF in the West Bank in the last year were people who were engaging in peaceful protests. If the government of Israel was so keen on making peace with the Palestinians, they would encourage non-violent resistance rather than killing people who are engaging in it.
