I have walked across half of Tijuana for dental work, preferring to park on the US side, and have seen no sign of disruption or danger in the tourist areas of downtown TJ. Last visit was about six weeks ago, IIRC. If you go to Mexico even for an hour, you should have your passport with you to return.
