Johnny Collins (RIP) did a terrific version of this on Free and Easy, unaccompanied on the verse & with a couple of chords behind the refrain. Three chords in total - they come in under the bolded words:

Oh the wind and the rain...
Crying in the dreadful wind and rain...

It's three rather than four because the first 'rain' chord is repeated under 'Crying'.

It may be a long shot, but can anyone tell me what those chords are? The melody notes, if it helps, are F#, E and C# respectively.
