I first heard it sung by Liam Clancy. Beautiful rendition. Jute (a plant) was rendered into rope for the rigging of sailing ships in Dundee, Scotland. The mill owners made a fortune. The ten and nine refers to the wages the mill workers received: ten shillings and nine pence for a weeks work. Not sure how many days and hours a week's work was back then.
