I remember seeing one hanging over Wells in Somerset a few years back when on my way to a gig there.
Nobody there had noticed anything and it never made even the local news!

Also used to get a few when I lived on the Gower in South Wales. Storms coming up the channel from the west have a tendency to split and pass either side of the peninsula, so perhaps that is a trigger for starting the spinning?
