It's crazy stuff, and could make an entertaining film. But the intention behind the project, however daft, was really evil. It's the same thinking that gave rise to the "Phoenix Program" of targetted murder in Vietnam, and, as Jack Campin pointed out, to torture and abuse of captives in more recent years.
