I have always lived in the southwestern US where coyotes are common. They seldon get much over 20 pounds and rarely (if ever) work in pairs or packs. They are loners and run from people as quickly as they can.

I suspect that the dogs responsible for this attack were either feral dogs or coyote hybrids. Possibly mixed with wolf or feral domesticated breeds or all three.
