I think so, Alice. upthread I talked about the decline of trick or treaters over time where I used to live. That decline started when the downtown business/shopping district of the village where I lived started staying open and offering events.

Also, a lot of churches, as well as the county Parks & Recreation dept. hold halloween parties, fairs and events - if not on Halloween, then within a day or two of it. Halloween in many places doesn't seem to center on "neighborhood" anymore. I guess because there are not that many places that really are neighborhoods in the 21st century.
