From what I hear, Council are usually quite co-operative with complaints made against bad behavior by bin men, they take them quite seriously.

You will be getting the same crew each week, so Council will probably want to know if there's a repeat offender, and discipline the crew. Tho' I guess it all depends on how strict individual borough policies are.
