I suppose if you wanted to design a generic address format that would work for all countries, it could reasonably use the terms city, state, and postcode.

I believe Zip Code is unique to the United States, but postcode is an accepted international term. I think most Americans could figure out that postcode is equivalent to Zip Code. At least they both have the word "code" in them.

The USA, Australia, and India have states. Canada has provinces. Britain and Ireland have counties. All these serve the same purpose as far as mailing addresses are concerned, but I don't know any generic term that means "state, province, or county." State is probably as good a term as any.

Of course all this has nothing to do with whether the message is a scam or not. (I think it is.) But if you're trying to figure out what country the message came from, it really doesn't give you much of a clue.
