I think Dave's just about nailed it - except that the chorus goes:

And I think Mr Harding used to interject strange vocal interruptions. So it actually went somthing like:
"Too-ra-loo (ey-up), I can tell (ulla, ulla),
There's no place on earth like the Strangeways Hotel."
