The victim of a rape is not responsible for the action of the rapist. But she is entirely responsible for every step of her life that brought her, through a chain of decisions and actions, to the place where it occurred. Just as you are wholly responsible for being in front of your screen tonight touching a keyboard. If you don't own your own actions, you surely become a target for other people's. This in NO way is intended to shift the blame for a rape to anyone but the perpetrator.
