Its a solution to a very real problem created by stupid people who don't give a crap about other people's rights OR about their cat's welfare, if they let it roam about destroying other peoples' property and small furries into the bargain.

Even the .22WMR is a bit noisy - I've found .22 Long Rifle sub-sonic rounds do a more than adequate job without "scaring the horses".
