To my very solid memory of the time slot it was definitely from prior to 1950. 1947 (mentioned a couple of times) sounds like a good guess.
    I had always imagined it to to be about an ex GI reminiscing about his time in Paris after World War Two.
    My memory of the words are very similar to what "Toadfrog" has:
       On the Rue de la Paix,
       There was once a cabaret,
       and Mimi.
       Mimi sad and dreamy
       Sang for me alone.
