Over the last 20 years, what England 'seems' to have been famous for was the hooligans who traveled to various important matches to drink & riot. I would not be surprised to find that the idea of all those idiots having easy access to World Cup matches was heavy on the minds of those voting.

I'd love to hear that better behavior is changing that image.
