In your Windows Explorer (not Internet Explorer!), you can navigate to C:\Documents and Settings\All Users\Start Menu\Programs and reorganize the contents into folders such as "Games", "Office Programs",... Of course you can click on the reference symbols there as well. Instead of "All Users", also try your particular user names.
