Not all of them, though.
One of the sites has been temporarily abandoned, as the remaining people are judged to have been asphyxiated by smoke.

The apparent fluctuation of the fatality figures has been explained by the Prime Minister talking of bodies found (he says something over 70 now) and the Civil Defence talking of identified people known to have been killed.
